§ 8. Legal status.

That this act, without reference to any other act, shall be deemed full and complete authority for the doing of all things authorized hereby, including, without limiting the generality of the above, the furnishing of water facilities for use outside the corporate limits of said city, the fixing maintaining and collecting of rates and charges for such services, the issuance of bonds, and the levy of taxes for the payment of such bonds and the interest thereon, all as provided herein. No proceedings other than those provided by this act shall be required by said city or any governing body or official thereof, and all powers necessary for the carrying out of the purposes of this act are hereby conferred upon by the Mayor and City Council and official of said City.
