§ 31. Financial statement.

Be it further enacted, that said mayor and city council shall, as soon after the first day of January of each year as shall be practicable, cause to be published a statement showing the financial condition of said city; such statement shall show the amounts received into the city treasury during the preceding twelve (12) months, and the sources from which the respective amounts were received; also the amount of the expenditures and disbursements made during the preceding twelve (12) months, with names of the persons to whom such persons to whom such payments or disbursements were made, and the purpose or consideration of such payments or disbursements.
