§ 4. Governing body.

Be it further enacted, That the mayor and city council of the City of Columbus, herein constituted, shall be and are hereby made the successors in law, to "the mayor and aldermen of the City of Columbus," and shall succeed to all property, rights and claims of said mayor and aldermen, and be subject to all liabilities and charges now existing against said mayor and aldermen, and said mayor and city council shall have and exercise all powers and perform all duties conferred upon or required of said mayor and aldermen by any law of this State.
