§ 1. When extension authorized.

  • BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI, That whenever the Mayor and City Council of the City of Columbus, Lowndes County, Mississippi, shall, by resolution, find and declare that an area or areas exist within ten miles of the corporate limits of said city which have been or will in the near future be improved with residences or commercial buildings, the inhabitants of which are in need of water or water services for domestic, commercial and public use and are without adequate facilities therefor, and shall further find and declare that the development of such area or areas has been occasioned by the establishment of defense projects by the Government of the United States of America, its army, navy or air corps, or other agency of said Government, then said City, acting by and through its proper authorities, is hereby authorized to supply water and water facilities, for domestic, commercial and public use within such area or areas. Such findings of the Mayor and City Council shall be final and conclusive as to the facts found thereby and shall not be questioned by any court.
