§ 2. Rates, charges.

That the said city, acting through its proper authorities, shall fix, maintain and collect rates and charges for water and water facilities supplied to inhabitants in any such area or areas. Such rates and charges shall be in excess of the rates and charges fixed, maintained and collected from inhabitants within the corporate limits of said city of the same class and for the same facilities, but shall not exceed twice the amount of such rates and charges; and the proper authorities of said city shall prescribe such rules and regulations concerning the furnishing of such services as they may deem best. In fixing the amount of such rates and charges, the Mayor and City Council shall give due consideration to the amounts required for servicing any bonds issued by authority of this act.
